First step - ability to create an objective from the L&D discussion in a 1-on-1 meeting.
Second step - somehow flagging an objective as being development based so HR can easily report across this category. Or potentially a new tile for L&D objectives.

Tagging has been introduced to flag different objective categories. Objective can be created during 1:1 by pulling Objective tile into the 1:1. This can be managed via activities.
