There is a new permission in 'Company settings' called: Announcement Permission - anyone added to that group will be able to create announcements to one or many humans/teams. Current users with HR permission have been added to this group by default. Also, by default managers and team leaders will be able to create announcements to their immediate direct reports by selecting individuals or their entire team/s; lastly, any user will be able to send an announcement to one other user (1 to 1).
